As an example of an underrated actor I would go with Val Kilmer.
Come to think of it, if you look at the whole cast of “Tombstone” you can find a whole range of acting abilities.

Starring with him in that movie was Kurt Russell who also transforms himself into the character. He has gone from comedy to drama and played a wide range of characters alwaays leaving 'Kurt Russell' at the door. Going from Elvis Presley in "Elvis", then Captain Ron, the hapless ocean going bum, to portraying US Olympic hockey team coach Herb Brooks in "Miracle" is not something a lot of actors seem capable of.
On the other side of that coin are guys like Tommy Lee Jones and Robert Redford that are always just Tommy or Robert on a different set.
Of course, my opinions mean little because I am not educated in the trade and like many audiences, I am drawn to the personality of the actor himself. To refute my own comments, I offer Robert Duvall. He has very much the same look and personality in every role he tackles. But, I find him very compelling. I like the way he moves, and expresses himself and I enjoy watching any of his work, even if I've seen it before.
Back to Kilmer's performance in Tombstone; another classic biographical portrayal that (still) moves me is Gary Busey as Buddy Holly.
Val Kilmer ... listen, I loved his pretty, gentle version of Doc Holiday in Tombstone (which I've seen so many times I don't even know why I watch it because I've got the script memorized; first line: "Y'all killed two cowboys." Last line: "Room service!"), and he was magnificent as Jim Morrison in The Doors ... but honestly? Dennis Quaid's meaner, skinnier, feistier Doc Holliday in the otherwise much-inferior Costner-produced Wyatt Earp, was better in nearly every way. Frankly, I think Quaid deserved at least an Oscar nomination for it. Now THAT is blasphemy, I know, but I think Kilmer's performance was way overrated in Tombstone, and that (as usual) Kurt Russell's performance was way underrated.

Kilmer did the best Doc Holiday I’ve ever seen.
“Tombstone” was definitely an excellent performance, but that’s about it. Terrible in “Batman Forever,” kind of a fun caricature in “Top Gun,” competent in “The Ghost and the Darkness” (though Michael Douglas stole that movie), and that’s about it. Did you see him in “The Saint”? Neither did anyone else.
Kilmer is always great, no matter what dreck he's appearing in. Really liked him in SPARTAN and KISS KISS BANG BANG.
In The Saint he pulls off a character that plays several characters very convincingly. If you didn't know it was him you'd think they used different actors.
