Concord private eye detailed 'dirty DUI' stings

A Concord private eye at the center of a Contra Costa County law enforcement scandal admitted that he hired female decoys to drink with men he was targeting in stings that led to their drunken-driving arrests, according to a transcript of his interview with detectives.

"It all centered around the introduction of the decoy to the subject," Christopher Butler said, according to a partial transcript of the March 17 interview obtained by The Chronicle. "It had to be what I referred to as seamless. ... And it shows that, yeah, I was very careful in how these things went down. No one just plowed into a bar, called the guy and said, 'Hey, meet me at this bar and let's go drinking.' "

Boy... these “isolated incidents” and “bad apples” seem to be coming in bushel basket loads now...

This appears to have gone beyond the ethical bounds of a plain-jane sting. First, the femme fatales got themselves soused too and yet drove, second they coaxed a tipsy motorist onto the road where the result could have been a tragic accident before he was nabbed.

I live in Danville, CA. Officer Tanabe was a cop here ( we are a Contra Costa County Sheriff’s Dept. contract city). He’s been arrested and his original bond was something on the order of $260k because in addition to tanking bribes from Butler in exchange for assisting with his DUI stings while on duty, the arresting officers found illegal drugs and weapons in his home in Alamo. Gagan is a neighbor. And while he’s most likely right about his client’s actions with respect to trying to entrap these guys, he has yet to explain how he’s going to get around bribing an officer. He and Gloria Allred have a lot in common.

Old Contra Costa hand here. Lived in Marin, SF, went to school in Crescent City and lived in CC for about 20 years- now living in VA.

The first thing that leapt to mind was ‘how does a cop afford Alamo?’ Last time I looked- admittedly a while ago- that was really pricey turf, and cops usually don’t make huge buckets of money. A well paid cop usually is still south of $100K- unless he’s a chief or something.

I know counterintelligence people look for folks living well beyond their means- do cops do the same?

These type of snakes are just about everywhere including the workplace ! Some pretty low people !

A well paid cop usually is still south of $100K- unless he’s a chief or something.

At www.sfgate.com/data, scroll down to Salaries, where you can scroll down further to Contra Costa County and enter Tanabe's name, then search. You'll find that in 2009 (the last year for which data is available), a Stephen R. Tanabe made nearly $105,000 in total salary.

Go back and select the ALL choice and search. You'll find that the county has a huge number of folks pulling down six figure paychecks. The good taxpayers of Contra Costa County are victims of grand larceny of a huge scale.
