This indeed is the issue, in the age of institutional fraud. Key words: "Supposed to". We DO have that Constitution, but one or more classes of actors has apparently obtained the privelege of acting outside it without legal recourse, legal recourse from the judicial branch that those very same founding documents claim to set up and empower. Furthermore, roughly half the population doesn't seem to mind, indeed, they seem to like it!
I could give you a dozen examples but surely you know them as well as I do or better. We are supposed to have laws at every level that are "supposed to be" enforced. Securities sold in our markets guaranteeing certain things are "supposed to be" sound in construction. Things we buy in our stores are "supposed [not] to be" full of lead and cadmium. And on and on.
What was at one time and throughout our history "supposed to be"....isn't.
