In four-digit binary, the digits equate to 8421, positionally.More to the point, I believe the quotes are in binary ASCII Code. For example, here is the first part of the Madison quote decoded:
01010111 = W
01100101 = e
00100000 = [space]
01110100 = t
01101000 = h
01100101 = e
00100000 = [space]
01010000 = P
01100101 = e
01101111 = o
01110000 = p
01101100 = l
01100101 = e

Wouldnt EBCDIC be more likely in use in the 18th century? I'd say Baudot Code would be more likely than EBCDIC.

It still blows my mind. 0,1, etc.

Oh, and thank you for this explanation. I actually understood it. Not why 8=the 1,000th place but I managed to understand the added up numbers. That’s more than I got out of the Computer 101 in college, which I dropped after the first day.
