Can you give us any ideas as to what it might be ? Are there refineries nearby; natural gas facilities, rail yards or the like ?

This is all I found so far:

(Media-Newswire.com) - Dallas, Texas – December 8, 2009 ) The Environmental Protection Agency ( EPA ) has fined the TE Product Pipeline Company, LLC, of Baytown, Texas, $25,855 for violating the Clean Water Act. Today’s announcement settles a Clean Water Act violation for a 1,470-gallon oil spill into Cedar Bayou, a tributary of Galveston Bay, and adjoining shorelines, in Chambers County, Texas, on April 28, 2009.
