People who talk about the handing over of such ‘projects’...usually go back to the final 12 months of the Nixon administration and how he was convinced that the companies were better managers of the secrets/technology, than the Pentagon.
Just from the typical mindset of companies engaged in Pentagon relations...they always believe they can do a better job without the Pentagon in the middle of things.

The answer is that there are powerful forces which do not want the public to know the truth. These forces have various differing reasons.
Aerospace contractors don't want to lose control of what they have (i.e., materials, technologies, and perhaps much, much more).
The CIA doesn't want transparency because it is using this knowledge as a valuable intelligence asset.
And multiple factions within the DOD don't want disclosure or transparency because (1) such disclosure is a de facto admission that the DOD cannot defend the country, and (2) multiple factions within the DOD are afraid of what effect the ontological shock of learning that we are not alone here on Earth will mean to almost all human institutions.
There are no beings from outspace visiting earth.

The belief their are with no evidence is an illustrative oddity which characterizes the gullability of the human species and the reason we find ourselves in our current predicament.

The more I hear of this, the more I am convinced that ‘lil Chuckie Schumer is putting this in as a straw man, to distract from whatever his controllers really want.
Whenever I hear “bi-partisan” or Schumer, then I can smell a rat through the Internet.
Something is certainly up, but whatever it is, it isn’t the shiny watch that the media wants us to focus on.
I think you can just delete the UFO part of the headline. Most of Congress doesn’t want any form of transparency and sees any form of it as the camel’s nose. They want to do their thing without supervision.
