The answer is that there are powerful forces which do not want the public to know the truth. These forces have various differing reasons.
Aerospace contractors don't want to lose control of what they have (i.e., materials, technologies, and perhaps much, much more).
The CIA doesn't want transparency because it is using this knowledge as a valuable intelligence asset.
And multiple factions within the DOD don't want disclosure or transparency because (1) such disclosure is a de facto admission that the DOD cannot defend the country, and (2) multiple factions within the DOD are afraid of what effect the ontological shock of learning that we are not alone here on Earth will mean to almost all human institutions.
