The Ukrainian language, while similar in many respects to Russian, is like the differences between Lithuanian and Polish.
A Ukrainian may understand a Russian, but the dialect and many words differ. It is rather like an Austrian or a German Swiss speaking to a native German.

He was born in Ukraine and speaks the language fluently. He and his twin brother emigrated to the United States in 1979, when they were 3 years old. My mother's family is 100% French Canadian.
They emigrated to the US when the children were between 4 and 11 years old.
None of them speaks French except for my mother - but that's because it was her major in college (along with her teaching certificate).
Vindman's family speaking the native Ukrainian at home is a major red (get it?) flag about his allegiances.
