While the good people of Puerto Rico suffer in the aftermath of Hurricane Maria, Her Worship has been spending the lion’s share of her time spinning a political narrative and hurling gas on the raging anti-Trump fire.

She has access to HR records for her administration. She has the name and address of every government employee who has EVER been hired in a role where they would drive a vehicle. So that argument's shot.
A LEADER would have been able to mobilize this fleet within a day after the hurricane passed.
