SM-3 block IA can hit satellites with a perigee below 600km. The new SM-3 block IIA can hit 1450 to 2350km.
To put that in perspective, the International Space Station is around 400km up.

NO, they're 30 years behind the rest of the civilized world in terms of technology.
Where do their scientists and programmers get trained? Certainly not MIT.
Unlike the Japanese and Chinese who have the ability to travel and access all the top universities in the US and abroad, the north Koreans don't have that luxury and thus have to rely on being educated "in house".
As for technology, nobody is trading with them that would keep them on the level as the countries around them. It wouldn't surprise me that they're still using the small box CRT's prevalent during the 80's............
Look at their air force comprised of only 480 planes, the vast majority of them are left over from the 70's, 60's and even the 50's.

Last August, North Korean media showed off video of a KN-11 submarine missile being launched from eastern coastal waters. Images of the North Korean dictator pointing to the missile launch were shown on the state television network.
The submarine-launched missile flew about 310 miles toward Japan. The test set a new distance record for Pyongyang’s SLBM program, and experts suggest the ballistic missile has the capability to travel more than 600 miles. Additionally, missiles fired by North Korean submarines off the east coast of Japan might be able to dodge detection from Japan’s Patriot anti-missile system by launching from behind radar.
That makes it easy simple to launch on the US, Alaska, or Hawaii. And that 600 miles at a few thousand miles an hour won’t take long.
