Perhaps an artistic representation of a city map showing the specific areas which are notably unsafe. This could create a perception, accurate or not, that the rest of the city is safe.

I have a close relative working at U.Chicago. Hyde Park is what you would expect - an oasis of highly intelligent, highly creative, high income people associated with the University, as well as a high-income black middle class, surrounded by the poverty of spirit of a black inner city adrift in a post-modern leftist world.
The campus itself is absolutely safe - the University has a huge police force, and for obvious reasons, Chicago police also maintain a strong presence in the neighborhood of Hyde Park
Once again we see the common irony among leftists, that Obama, who embodies the ideology that has further destroyed the spirit of America’s inner-city residents, has chosen to buy a house in Hyde Park.
