So current civilian radar cannot detect planes if their transponders are turned off?

Transponders and radar are two different things.

I know that they’ve married the two things together so that radar matches up blips with the transponder info so you can see who each blip is on the screen, but to say radar can’t see these planes as unidentified aircraft?

Seems not right. Even if civilian radar couldn’t see them, military radar sure the hell should have.
