I didn't think he could sign a treaty. I thought the Senate had to agree and they did not have enough votes to approve this treaty. This must be another Obama “phone and pen” deals

While signing the United Nations Arms Trade Treaty (ATT) in September of last year, Secretary of State John Kerry...From a legal standpoint, what did that accomplish? Absolutely nothing. Treaties must be approved by the US Senate and this one has not been. (And most likely will not be.)
Kerry is a joke.
