Stung by criticism of his latest refusal to approve the Keystone XL pipeline, especially by harsh words from many Democrats in Congress and union leaders, President Obama today offered a compromise...
"However, in the spirit of bipartisan cooperation, I am today sending a message to Congress that I will happily support a "Keystone LG" pipeline, or a "Keystone M" or, if Congress wishes, a "Keystone S" pipeline. However, I'm unalterably opposed to a 'Keystone XS' pipeline as it wouldn't be economically viable."
"See, my adminstration is not opposed to efforts to increase our energy independence; it's just the scale of the project that we have to consider. The Keystone XL is just too big."
When told by a reporter that the "XL" designation had nothing to do with the size of the pipeline, the President responded that "he was not aware of that until this very moment," and then left the podium to board AF One.
Sen Ted Cruz, when told of Obama's comments, suggested that the President makes his policy decisions with the same skill-set that he uses to decide what size Fruit-of-the-Loom underwear to purchase.
However,Sen Mary Landrieu, the Chair of the Senate Energy Committee, and a vocal critic of Obama's delay on this matter, seemed excited at the news. "Hey, that's great. I can sell that to my constituents. That'll work for the American people." She then excused herself, and said she was rushing off to film another ad to show how effective a voice she'd been in the Senate.

When TransCanada was rejected the first time, the separated the projects into separate filings. The Gulf Coast Pipeline doesn't cross any international borders and did not require presidential approval. It just became "another" pipeline and proceeded like all the others. It doesn't even connect directly with the Keystone XL, but rather with the original Keystone pipeline.

I knew this was b.s. when I saw “0bama” and “compromise” in the same sentence.

I had a project one time when I was working for the City of Richland, which borders the DOE Hanford Reservation. The City has just recently completed a large infrastructure project to open up an industrial area when we were approached by DOE officials asking if we could extend water and sewer lines to their property to service the newly planned HAMMER Training Facility, and they had a budget of $750,000.
So we approached the contractor who was just wrapping up punch list items to negotiate a possible change order to meet DOE request. The contractor said he could do the work for $250,000, which we thought was great because the road to the site needed to be re-constructed and I had estimated that it was going to take $500,000 for that work. So we met with DOE and told them that we issued a CO for $250,000 and we could use the remainder to re-build the road. They said no they needed to spend the entire $750,000 for the water and sewer and they didn’t need the road. So we told the DOE as far as we were concerned that they were no different than a house being built on the street and that we would go ahead and have the contractor install water and sewer for the $250K and eventually the DOE would have to pay that. Also that the road was deteriorated beyond use and that we were going to barricade it off. Which we eventually did by bulldozing up berms and placing barricades at either end of it.
So then we decided to move forward the DOE said all of the plans had to be in metric units. I told them that was not going to happen because they were our plans, for our utilities, within our street and we didn’t do metric plans. In the mean time I re-designed the roads and kicked out plans and specifications and put them on the shelf for later use.
Well DOE went ahead and built their training facility and hooked up to the water and sewer and paid the City the $250K. Then the DOE scheduled their big grand opening and invited national DOE people, staff and the 2 Washington Senators and the local congressman. They all pulled up to the first barricade, got out of their cars, climbed over the berm and through the barricades and then walked the 1/2 mile up to the main gate for the ribbon cutting. Within a week DOE coughed up the remaining $500,000 and we built the road for them!
