In other words, a staff weenie who served a tour in Iraq, probably on someone’s staff.

A simple Google search will turn up multiple mentions of both, including pictures. Anyone with half a brain can figure out that the two are not the same. If the POTUS really wants to drive the point home, he could direct the Pentagon to issue laminated copies of the text of the US constitution to all personnel, and to encourage commanders to require their subordinate officers, in most circumstances, to carry them around with them during duty hours.
