Maybe his chain of command did try to do something about Manning but were told to back off... Manning being a member of a special protected class. That would be more likely. The PC environment is deadly... Just look at Nidal Hasan.

You can't be close; i.e. having a conversation or correcting an error in the course of instruction ... to this person without coming away with some sense of, "This guy's weird"
PC does not allow for critical response to "weird" , so weird people keep on being weird and advancing.

I'm not so certain background investigations are done on anyone. Initially I had a secret clearance in the Army which was upgraded to top secret but nobody in my home town was contacted........
And as a side note, there were several draftees in my communication center with secret clearances whose only reason for being in the Army was because their judges gave them a choice of either Army or jail time.........

With your statement I also wholeheartedly agree, when I was on active duty we had a saying...Sh!t rolls down hill, and so it is.
I watched as Political Correctness ruined good order and discipline in the Army, but even then I could not have imagined it would ever be this bad.
There is a reason all the good people are leaving. In fact they arent shy about talking about why. And PC is the core of it.
Of course no one ever reports that....
