The states haven’t petitions but groups within the states. I would think those petitioners need to petition the governor of their states and then the state governments would petition the Feds to secede.

Does anyone here know the procedure?

The procedure is simple:

1. The state legislature passes an Act of Secession.
2. The state Governor signs the Act of Secession.
3. The Federal government in notified that the state has passed an Act of Secession and signed it into law.
4. The Federal government invades the state and slaughters anyone who opposes them.
