Along With NPR, Soros Groups Get Millions in Taxpayer Funds

Public Radio's firing of Juan Williams and its acceptance of a $1.8 million gift from left-wing billionaire George Soros' foundation have put the spotlight on the NPR's taxpayer subsidy. What is less well known is that Soros' private foundations also receive millions in taxpayer funds.

Not only that, but the projects that taxpayers fund through Soros' foundations appear to violate a federal prohibition on the use of taxpayer funds to promote drug use and prostitution. Our efforts to expose this misuse of tax money in 2007 were met with hostility by the State Department and disinterest in Congress.

In October 2007, NLPC asked the Inspector General of the United States Agency for International Development (USAID) to investigate the possibility that the agency was violating federal law. Our request came in the wake of the publication of our Special Report titled Soros Groups Receive Taxpayer Funds: State Department Collaborates in Skirting of U.S. Law Against Promoting Drug Use and Prostitution.

NLPC's obtained documents through the Freedom of Information Act (FOIA) showing that between 2001 and 2007 USAID awarded grants totaling $18.3 million to the Open Society Institute, the Soros Foundation Kazakhstan and the Alliance for Open Society International, all Soros-affiliated groups. In addition, USAID and the US State Department have given millions of dollars to Soros' nonprofits to operate education programs and other "civil society" initiatives in various nations. From 2001 to 2007 USAID and State Department grants to the Soros nonprofit network totaled at least $25.6 million.

USAID was more than defensive about the grants. It took 21 months for the agency to respond to NLPC's FOIA requests. USAID only turned over the documents after NLPC retained a lawyer and threatened legal action. Our request for an investigation by the USAID Inspector General was ignored.

In 1989, Congress restricted the use of federal funds for the purchase of needles, syringes, and other materials for the purpose of illegal drug use. Despite this prohibition, USAID has awarded millions of dollars in contracts to Soros-affiliated organizations engaged in needle exchange activities.

Grant documents obtained by NLPC acknowledge Congressional intent but seem to rely on an extremely narrow interpretation of federal law that bans funding "to provide individuals with hypodermic needles." The documents state that private Soros funds would be used to purchase the needles, while the overhead for the programs would be borne by U.S. taxpayers. This interpretation is particularly clever. Needles cost pennies each. The Soros groups pay the pennies while American taxpayers pay the much more substantial overhead for the programs.

It is not known, nor is it easy to find out, how much taxpayer money has flowed to Soros' groups since 2007. Because of their close and longstanding relationship with the State Department, it has likely continued.

Soros is a proponent of drug and prostitution legalization. He is free to hold these views, but why is he entitled to a taxpayer subsidy to promote them? It is positively outrageous that taxpayer are forced to fund the political projects of billionaire. The new Congress must investigate and eliminate all funding to Soros' groups.

I thought all tax money had to have the approval of Congress? If this is so, who is approving millions of our money onto Soros' filthy paws?

Note the “Soros Local Government Initiative” - he’d obviously been approved by someone at a high level. One wonders if he’s still involved and at whose behest.

The Report is based on documents obtained by NLPC through the Freedom of Information Act (FOIA). Between 2001 and 2007, the United States Agency for International Development (USAID) awarded grants totaling $18.3 million to the Open Society Institute, the Soros Foundation Kazakhstan and the Alliance for Open Society International, all Soros-affiliated groups.

The Soros groups receive American taxpayer funds for the ostensible purpose of fighting AIDS in Central Asian countries. The programs, however, appear to reflect Soros’ social and political views in their administration. The groups operate needle exchange programs for drug users and provide “outreach” to prostitutes.

In addition, USAID and the US State Department have given millions of dollars to Soros’ nonprofits to operate education programs and other civil society initiatives in various nations. Since 2001, USAID and State Department grants to the Soros nonprofit network have totaled at least $25.6 million.

In a formal Complaint filed in October 2007, NLPC asked the USAID Inspector General to investigate whether the agency is violating federal law by funding private groups founded by the controversial billionaire. USAID is part of the State Department. The Inspector General has the authority to investigate compliance with applicable laws and Department policies.

Since 1989, Congress has restricted the use of federal funds for the purchase of needles, syringes, and other materials for the purpose of illegal drug use, and for the promotion of prostitution.

NLPC Chairman Ken Boehm said:

Soros is worth $8.5 billion. If he wants to fund groups that advocate the legalization of drugs and prostitution, that is his right. But it is outrageous that taxpayers are being forced to fund a billionaire’s pet projects.

When asked about the USAID grants on National Public Radio, Soros wisecracked that his foundations have “the same objectives as the State Department, except we concentrate more on promoting democracy than the State Department.”

The Democrat Party platform is like a bag of pork rinds. You never know what high-fat liberal government morsel you’re gonna get.

Buried in the 94-page document is a noble-sounding proposal to create a “Social Investment Fund Network.” The program would provide federal money to “social entrepreneurs and leading nonprofit organizations [that] are assisting schools, lifting families out of poverty, filling health care gaps, and inspiring others to lead change in their own communities.” The Democrat Party promises to “support these results-oriented innovators” by creating an office to “coordinate government and nonprofit efforts” and then showering “a series of grants” on the chosen groups “to replicate these programs nationwide.”...

Even more troubling is how the Democrat Party/Obama plan would siphon away untold millions or billions of public tax dollars into the Soros empire without taxpayer recourse. Obama promises “accountability” measures to ensure the money is spent wisely. But who would assess effectiveness of the spending? Why, experts in the social entrepreneurship community, of course. Fox, meet henhouse.

Soros has donated some $5 billion of his fortune to left-wing non-profit groups through the Open Society Institute — which is committed to Soros’s militant ideology of toppling the “fascist” tyranny of the United States, which he says must undergo “de-Nazification” in favor of “justice.” The mob at Obama-endorsing MoveOn, purveyors of the “General Betray Us” smear against Commanding General, MNF-I, David Petraeus, is the most notorious Soros-backed political arm. But scores of other activist non-profits have received Soros funding under the guise of doing non-partisan “community” or “social justice” work — and it is exactly such leftist activist groups that would be first in line for the Democrat Party/Obama’s “social investment” seed money.

Where are fiscal conservatives on this far-Left boondoggle? Well, if you’re wondering why the McCain campaign doesn’t raise hell over this proposed left-wing non-profit/government pipeline, it’s because McCain himself is a Soros beneficiary. His “Reform Institute, ” a tax-exempt, supposedly independent 501(c)(3) group focused on campaign finance reform, was funded with Soros-funded Open Society Institute and Tides Foundation.

Birds of a Big Government feather flock together– and look out for each other. Watch your wallet.
