On another note... Sounds like they were preparing for a mass jail break. Detonate the bomb and everyone rushes the guards and/or makes a run for it.
I cannot imagine a situation were two PRISONERS who are INSIDE a JAIL could possibly get the materials to be planting a working REMOTE-CONTROLLED BOMB.
Sounds more like a big camp with security towers and wire around it than the sort of high-security buildings that we call a jail over here.
I would think that someone over there in Pakistan needs to do a serious security sweep of the whole "Central Jail" area...
