I don't believe anyone who represents the US government and in an official capacity, but especially as high as a cabinet-level officer, should EVER bend the the cultural dress codes of foreign nations.
Hilary is representing US interests and US ideals when she travels abroad. The US doesn't demand that women dress subserviently. If the Muzzies don't like it, they can get their aid from somewhere else - and let's face it - that's what she's doing, handing out aid.
I didn't like it when Condi and Laura dressed the same way in their travels.
