His name is William Craig Fugate.
This may be a photo of him.
Mr. Fugate is believed to be the Director of the U.S. Federal Emergency Management Agency (FEMA) under Barack Obama and Janet Napolitano.
Therefore, he might be seen, either in the vicinity of Washington, D.C. or perhaps, the Gulf of Mexico.
Please report to Investigating Obama, if you have any word of his whereabouts or his doings, because there appears to be an emergency in the Gulf, that he should know about.

You beat me to it, was my first thought. Caril Ann and her boyfriend Charlie killed a couple my parents knew from school in the midwest, among others. You’ve gotta admit, they did the death penalty right in those days, Charlie was executed in about 6 months, as I recall.

For reasons unknown and unexplained the Sec. of Homeland Security is on the case. Not the director of FEMA who handles emergencies. Not the EPA which is supposed to handle environmental matters. Not even the Dept. of Defense which oversees the Coast Guard and the Navy. "Foghorn" Janet Napolitano is the one you're looking for.
