Sounds like a take-off on an old Pat Paulson routine. Paulson was a comedian on the old Smothers Brothers show, and in 1968 “ran” for president. He did many campaign appearances, mostly at colleges.
One of his speech highlights was to say “ We have nothing to fear but fear itself, and the boogeyman”.
