But Biden spends some more time attempting to convince the audience that the burden is on Saddam to prove he doesn't have the weapons.

Last night, Biden was raking Cheney over the coals for saying that the war would be short.

I’m not so sure. After Biden says he’d bet on a quick victory, he said the President should prepare Americans for the prospect of remaining a long time - nation building.
It is clear that Biden thought Saddam had WMDs and he made a strong case that the burden of proof was on Saddam to demonstrate that he did not have WMDs and that Saddam had failed to do so.
Everybody talks about this being pre-emptive. There is nothing pre-emptive about this.This is a country that invaded another country, sued for peace - as a condition for peace signed an agreement before the whole world, called a UN resolution, saying "We will, as a condition for staying in power, we will dismantle our weapons, we will destroy them, account for them, and do other things."
