The quote (in which Biden specifically says France and the European leaders KNOW Saddam has weapons) is at 14:17.

But Biden spends some more time attempting to convince the audience that the burden is on Saddam to prove he doesn't have the weapons.

You can see Biden develop his argument if you have a few minutes to watch the video from 12:00 to 14:30.

I’m not so sure. After Biden says he’d bet on a quick victory, he said the President should prepare Americans for the prospect of remaining a long time - nation building.

It is clear that Biden thought Saddam had WMDs and he made a strong case that the burden of proof was on Saddam to demonstrate that he did not have WMDs and that Saddam had failed to do so.

This is a country that invaded another country, sued for peace - as a condition for peace signed an agreement before the whole world, called a UN resolution, saying "We will, as a condition for staying in power, we will dismantle our weapons, we will destroy them, account for them, and do other things."

Thanks for the careful research. I think this video can be mined for these kinds of comments from Biden. He did support the war and the President - back then.
