Sounds like the “One” is planning to dictate some more Executive Orders.
This is just more bureaucratic B.S. using ‘software’(thoughts on a whiteboard) in another agency.
Agency B won’t take any action but offers ‘guidance’ until Agency A formulates a policy on an invented issue , and has a ‘ hard copy ‘( in a written form ). This is a delay in place policy ( think stalling) because nothing is yet in printed word / hard copy. But both Agency A and Agency B act as though it is already lawful.
Then they create their own advisory board of carefully chosen people who think-alike , and then create another more local board who think-alike to issue local directives .
None of these boards are elected officials , but they act like they have authority and power.
EXAMPLE : Obamacare
THEME : “ You have to pass it to find out what is in it “
SOFTWARE: It was a policy on a whiteboard ,a concept . Nothing yet in writing when passed .
AGENCY : Health and Human Services formulate policy & method of implementation (think-tank boards). Rewrite/ Ammend . Source of Policy guidance.
HARDWARE : 2800 pages of policy ,new boards ,new agencies , funding sources , etc.
AGENCY SUB-BOARD : Regional board for local implementation and source of regional guidance

More micro-management which leads to restrictions / limitations
This “Policy” will become Law by Executive Fiat if Obama is re-elected. Even if not re-elected, he is likely to so declare it during the waning days between 6 Nov. and mid January, along with a flurry of other proclamations of his Socialist, anti-Constitution policy preferences.
