Sounds more like Barlywine to me. Heck, it’s stronger than most fortified wines (that are usually around 20%).
It’s a fortified beverage, not beer by definition. Yeast dies above a 14% alcohol concentration so they are adding alcohol to make it 28%.
For the discriminating pallet that wants to get jacked up faster.

Damn, even Trappist Ale maxes out at 9%! But it is only $8 or so a bottle. This SA stuff must be fortified, and perhaps overpriced a bit?

I have never been a big fan of Sam Adams. I’ve always thought their marketing was a lot better than their beer. That said, I tried their Octoberfest yesterday, and it is outstanding. One of the best I’ve had.
I plan to buy a bottle for my next camping trip to have around the campfire. Does seem expensive but will still be cheaper than the Yeti cooler I’ll be storing it in.

I was drinking 11% ABV beer in Belgium and I thought that was strong. Then again it was less that $1 for a 17.5 ounce can.
Or, you could just drink a six-pack of the regular stuff. About the same amount of alcohol for a lot less money.

Several years ago I found myself in Heidelberg, GE in Vetters Pub. Vetter’s claimed the worlds strongest beer at 33%. I’ll try anything once, twice if I like it. I ordered a glass. It was a small 7 ounce glass. The beer wasn’t particularly good, it was dark and thick and I almost had to chew it. lol. I got a nice buzz after I finished the glass but I didn’t go for seconds.
28% is not normal beer.
normal beer is more like 4 or 5 or 6 pct alcohol.
some special craft beers are higher but
28% is closer to rocket fuel than what most normal people consider beer.
i am not saying forbid it, only make sure it is labelled clearly as to its true nature. thanks
