If you start from the premise that Trump committed a crime by running against Hillary Clinton, then compounded and aggravated his criminal act by defeating her in the 2016 election, it follows naturally that there are large sections of the Executive Branch that he must not have anything to do with, and that if he talks to anyone in those branches, including those he appointed, he is committing another serious crime.

Not sure, but I think that there is a Federal law that requires that any US government employee be presented with the results of an internal investigation and be given the ability to correct any errors or make comments before the report is made public
