Youre right. Makes me wonder if the publication has native English speakers on staff. Lots of editing (believe it or not!) is done in India.

If you read Rummell’s Death by government, he put Pol Pot and Hitler in an elevated status due to the speed of the genocides, and in Pol Pot’s case the very high percentage of the population he murdered.
So he has an element of intensity that he adds to the matrix of evil rather than just a raw body count.

These guys might qualify for an expanded list:
- Francisco Macias, first president of Equatorial Guinea, from 1968-1979. His repressive Third World Socialist policies forced about half the population to flee the country while those who remained barely lived at a subsistence level.
- Francisco Solano López, president of Paraguay. His decision in 1865 to go to war with Argentina, Uruguay and Brazil, all at the same time turned Paraguay into a nation of women when the war ended five years later.
- Jan Matthys, a radical Protestant leader who incited a rebellion in Münster, Germany, in 1534 that led to a murderous and repressive regime in the city that ended when the radicals were overthrown in 1535.
- Herod the Great, king of Judea. Although adept at holding on to power--he picked the losing side of a civil war in the Roman Empire won by the ruthless and murderous Octavian, yet survived--he was a tyrant and a mass murderer even though the worst crime attributed to him, the murder of the children of Bethlehem, may not have taken place.

They need another list for heavy-hitters in the minor leagues - Pol Pot probably killed proportionally more of his citizens than any of these other jerk-offs, but since he ran a little country, he never cranked up the really big numbers. Imagine if he was in charge of China!
In any case, that competition should include at least the following:
Pol Pot
Che Guevera (however the hell you spell his name)
the Castro boys
Chavez and Maduro in (what used to be) Venezuela
Idi Imin
some clown in another penny-ante African country who ended up eating the gonads of his predecessor

When you get to the point of counting bodies in the tens of millions... there is no degree of “worse” or “better”, or “more evil” between megamurderers.
That’s like saying Ted Bundy is not quite as bad as John Wayne Gacy because he only killed 30, when Gacy killed 33.
And the ones who always breathlessly rush in to tell us Hitler wasn’t as bad as Stalin or Mao and helpfully point out that Jews weren’t anything special would be the ones to tell us Jeffery Dahmer only killed 17, so he wasn’t near as bad as Bundy and Gacy.
Think about it.
