When Detroit filed bankruptcy they could not longer afford to maintain city parks. A bunch of white guys from the suburbs volunteered to come in and do it with their own lawnmowers so that kids would have a place to play.

No hate in my response. It is what it is. This is what Britain wanted.

In Russia and Ukraine where most of the residents live in apartment buildings, groundskeeping and cleaning of the stairwells and common areas are performed by the residents, not out of charity or goodwill but because they are tasked with it. Each address is placed on a watch bill during which time they are responsible for the cleaning and upkeep. --whether they want to or not.

I'm sure something like this would never fly over here.
