There's a lot of difference in the weight transfer under hard braking on dry roads versus lighter brake applications on snow-covered roads. Brakes generally are biased towards the front because that's where the weight transfers during hard braking (just as you described). In the old days, a proportioning valve or dissimilar master cylinder sizes (for front and rear) made a specific bias to the front. It might be a compromise of sorts, but 75% of our driving is on good traction surfaces and that's where you want your best braking.

One of the phenomenon I experienced in the past - in the winter, it was common for us to add weight to the back of our 2WD pickup trucks for traction. Coupled with a limited slip differential and real snow tires, we got great traction in those trucks. But they became rear-heavy. On slick surfaces, it was easy to lock the front brakes while the rear wheels still rolled along. And with locked front brakes, of course, comes complete loss of steering control. It was not uncommon to hit the e-brake a bit to bring the rear tires into play when stopping.

Fun times. Of course, this was before anti-lock technology became common on anything outside of the most expensive sedans. There is a lot more at play in today's cars, thanks to technology. And it's for the better.

If you want to see the classic depiction of FBI agents, watch The Americans. Straight shooters, totally committed to defending the interests of the US against Soviet spies within the US. Dedicated public servants. Even those guys could bend the rules a little bit, but only for the greater good, not in service of evil corrupt politicians. I like to believe that’s how it was then, in the 1980s. I think the corruption of the FBI began under Clinton, but couldn’t happen overnight. 500 FBI files (how many more were not accidentally found), Waco, TWA 800, those things could not have been pulled off unless the FBI was compromised, at the upper levels. That kind of things radiates down in concentric circles. Mueller, Comey and McCabe rose in that era.

Bush 2 seems to have made a deal with the devil where he let the FBI remain corrupt and didn’t do things like pursue the Clintons (which might have resulted in charges against Bush 1 since they all had skeletons, and the Clintons knew where they were). He was told by the DS to expand the intelligence apparatus against the American people and he did it. The stage was set for Zero, who took all that and ran with it.

FBI now needs to be gutted, it is beyond hope, mainly because we don’t know who we can trust after 26 years of corrupt leadership. The vast majority of agents are people who came up through the FBI in this corrupt system, instead of the FBI that existed in the 1980s. I like the idea that has been floated of folding the FBI into other law enforcement agencies. Part can go to the US marshals, the spying part can go into DHS, and so on. One central, all powerful investigative entity is too dangerous for a free republic.

I keep thinking back to the Q-drop regarding (4?) contractors allowed into the SCIF and “allowed phones in”.

Could the contractors have been ex-DS with clearances, accustomed (by the Sgt@Arms) to have access to SCIF? Could they have been critter staffers (on contract)?
Would their common “in-and-out” cause the S@A to not be circumspect with regard to these folks?

What you describe with putting weight in the back runs on "the same," proinciple I was trying to describe before. Putting half a ton of sand or bricks in the bed gives the back better traction, and maybe even keeping better traction in hard braking. Under that circumstance, the fronts, having less traction, will skid before the rear -- all else being equal, or braking system designed for "normal" F/R weight distribution.

It's possible to stop with rear brakes only, but stopping distance would be awful compared with front-only, and all due to the force distribution involved in the dynamics of braking.
