Today’s revisions and additions:

• —-23: (#1319) This cryptic post’s meaning was finally semi-revealed after Q’s new Trip Code was revealed in Drop #1422 where Q posted an Anon’s capture of his latest Drop with the new Trip Code: "NowC@mesTHEP@in—-23". However, the significance of the "M dash, dash, 23" is still in question.
  • One suggestion is it refers to the last to numbers of Executive Order 13823 Protecting America Through Lawful Detention of Terrorists which was signed by President Trump on January 13, 2018. (Thanks to FreeQs Bagster and ransomnote). This turned out to be red herring as Q’s new Trip Code is actually !CbboFOtcZs as displayed in subsequent drops. Q posted the name of the new campaign as a Trip Code password in the clear deliberately per drop #1430 “We exposed the password [#91 (#1430)] on purpose [23].”.
  • Another is that it represents the number of days until the North Korea summit meeting on June 12th. (Thanks to FreeQ hoosiermama).
  • A third possibility is that it is the number of indictments in the first round. (Thanks to FreeQ Disestablishmentarian).
  • Finally, numerous suggestions that something will be released on May-23.

ROT might refer to a code.

ROT13 is routinely used as a simple way to encode a message where every letter of the alphabet is just changed to the letter that is 13 away from it. Not secure, but often used by kids or when real security isn’t important.

The “Signals Intelligence Service” was the original US Army Cryptologic unit that was started after WWI and ended in 1942. This Army element is pretty much what became the modern day National Security Agency (NSA).

Another SIS, which I’ve posted, is the British Secret Intelligence Service or MI6. Their equivalent of the CIA.

HOWEVER...
In doing some additional Rabbit Hole Spelunking, I am leaning toward something a little different.

SIS *also* means the “Schengen Information System”. The Schengen agreement is a foundational document that is “the tie that binds” a lot of the other European Union agreements in matters of trade, taxation, migration, border controls, etc.

The Schengen Information System (SIS), “...is used by twenty-six European countries to find information about individuals and entities for the purposes of national security, border control and law enforcement. What tripped my trigger was EU Law Enforcement. I posit that, since Q has consistently emphasized the global nature of corruption and clean-up (”WW”), that the Schengen IS may be an important player in rounding up Euro trash.

I humbly suggest and submit that the “Schengen Information System” be considered in Swordmaker’s Lexicon as a possible decode for “SIS” in Q post #1334.
