I was thinking of defensive against human attackers. I know Oklahoma bans its use as a protective spray.

Wasp spray isn’t approved for self defense because it has stuff in it that could cause permanent damage. No matter how much capsicum you spray on someone and no matter how much it hurts it will never do any physical damage.

If it’s the only thing handy and someone is stupid enough to attack? Who’s the victim in this case?

Saw my Dad attack a dog once.
He grabbed it by nape of the neck then dropped all his weight on the dogs rib cage and forced his clenched fist, full of dog, into the ground.
This had the effect of locking the head so it couldn’t move enough to bite.
He then moved in such a way to bring his knee down its ribs again.
The dog being pinned to the ground had his ribs broken.
They ended up putting that dog down.
My Dad only got 4 stitches....
Never forgot that and I always let the dog know I am the Alpha

I was giving you the legal reason for its prohibition not a moral/ethical argument. Personally I would use any tool or any method I could imagine in the moment and not lose a minute’s sleep about it.

He said to punch it in the snout since that will be right there. Use a purse, backpack or take off shirt or jacket to give it something to bite besides you. You can also kick in the ribs or wrap a jacket around your arm to prevent bite damage.
He also said not to go for the eyes, although that would be effective, because you might miss and give the dog an advantage.
I stopped a Pit Bull attack on my own dog by gouging its eyes. Of course it was focused on my dog not me. Anyway, ended the situation immediately. If you can get to its eyes, works.

I usually have a CCW gun on me, but sometimes I don’t because of where I am going. And most times a dog just wants to bark at you and I would not want to shoot a dog for that.

I defended against a pit bull attack using a Samsonite ballistic nylon suitcase.
Worked great - especially since I was in a hallway.

You are not wrong, not at all, buuuut.... You can actually catch OC spray on fire with a taser if you know how. The result is physically permanent.
