We could start a whole thread on EO's and their place in government but for a simple explanation an EO's authority is for the executive branch only.Now having said that we can point to a number of them throughout history that do go beyond that branch, but as I mentioned that could be a separate thread.
Zippo's first EO only covers records he in responsible for during his time as POTUS, period. And yes any EO can be nullified with a new EO.
