As I said we can point to instances that go beyond the executive branch. Your inference implies that EO's have authority over another branch. That simply is not so.The executive branch's responsibilities, among others, is to enforce laws. EO's can be used to allocate resources to that end, but cannot make law. Do some EO's have the same effect as law? Yes. But again we do a whole thread on this topic.
My original point is the EO of the subject of this thread has no impact beyond how the executive branch handles his presidential records.
