With the statements she made, she did NOT concede. Concession is a statement to the effect of being defeated and what you stand for being defeated. She did not do that. She and her ideology were defeated. Done.

Haiti is rock bottom poor, so they would need to build a high wall if they wanted security. If they ‘invest’ enough in the Haitian government, they will probably be protected and not surrendered. At least not for a while. They may end up in Jamaica or on some “Virgin” Island.
