Although the Navy and Marine Corps are not included in the act, they were made subject to it by DoD Regulation (32 C.F.R. Section 213.2, 1992)

The 82nd has been used for riot control during the ‘67 Detroit riots, and they helped after hurricane Andrew and Katrina.

My buddy was in a military police unit at camp pendleton during the LA riots.
The Gov of CA went as far as to ask if they could be used. With regards to my buddies unit, he was told that the gov was told that marines being deployed into south central would be way worse than doing nothing. My buddy said they wanted to go in to south central to “take care of business”.

"The Act only specifically applies to the United States Army and, as amended in 1956, the United States Air Force. While the Act does not explicitly mention the United States Navy and the United States Marine Corps, due to their being naval services, the Department of the Navy has prescribed regulations that are generally construed to give the Act force with respect to those services as well.
That is why President Bush had to issue an Executive order in order to mobilize the Marines from Pendleton.
