Later article indicates the box was a piece of surveillance apparatus installed by the BATF.
The only telltale feature I saw, was that it was mounted on the side of the pole where the climbing rungs had been installed. Those are generally kept open.
OTOH, the pole appeared to have 3 smaller single phase transformers on it, with attached relays. So the distribution circuit might have protective devices which are being monitored or short term tested with the attached box in question.
