You make a good point. I am in NYC alot, at least twice a week and usually walk from appointment to appointment and in NYC, there is always alot of construction going on. Although I hear the occasional catcalls by the guys meant for a woman walking near me - it is by no means happening a majority of the time. As a matter of fact - there is probably more staring than anything else because if they are catcalling and not working - I'm sure their supervisor is not gonna like it.

So - I think what we have here is an urban myth being used as a propaganda tool to further a cause that doesn't stand on it it's own without a lie helping to hold it up.
