Hunter Frederick, a Christian public relations expert once rumored to have been hired to help manage the fallout from the sexual abuse allegations surrounding Josh Duggar, star of "19 Kids and Counting," by the Duggar family, says the recent apology from the embattled Christian figure and his parents is not enough to sate the effects of the scandal that has engulfed the family.
"I have no reason to think their apology wasn't sincere, but an apology is one small thing that needs to happen in this very large problem," Frederick told The Christian Post on Thursday.
" The majority of people that are against the Duggars want some kind of legal punishment, which can't happen because of our country's statute of limitations law. That's why this whole thing is very sticky from a crisis management standpoint. He (Josh) has to pay his debt to society back in some form or fashion. Most of the time that's legal action, so how does that happen when he can't be prosecuted?" added Frederick, who is president of Frederick & Associates.
Josh is accused of molesting five young women when he was 14, but nothing ever came of it because the three year statute of limitations passed. His parents, Jim Bob and Michelle Duggar, as punishment, however, sent him to the Institute in Basic Life Principles which "was established for the purpose of introducing people to the Lord Jesus Christ, and ... training on how to find success by following God's principles found in Scripture," according to the organization's website.

I noticed that the article doesn't give suggestions as to how how else Duggar should "pay his debt to society", only that "society" is demanding more than he has offered to date. What else can/should he do? The Duggar case reminds me of this failed attempt to modify the laws in Colorado, back in 2008:
Under Colorado's current statute of limitations, Coloradans who suffer abuse have six years after they turn 18 to sue their abusers. Children's advocates say that is not enough time because many victims blame themselves and often hide their abuse for years before reporting it or considering criminal or civil action against their abuser.In 2006, [Colorado state Rep. Gwyn Green, D-Golden] sponsored a bill that would have allowed victims unlimited time to file future lawsuits against private institutions if those institutions tried to cover up sexual abuse. The Catholic Church felt it was being unfairly singled out. The bill eventually was amended to include public schools and governments. Those groups then joined in opposing the measure. The sponsors let their bill die rather than see it weakened.

Does anyone know exactly what happened?
He should probably leave public life. I don’t see him ever “rehabbing” his image. People aren’t forgiving about diddling children.(nor should they be)
I’ve wondered about his sisters. I wonder if they got any sort of help. Being violated in this manner sometimes affects people for the rest of their lives. I know they are all deeply religious, and their faith may help them. The Duggars live in such an insular world; we may never know everything that happened. And as this family fades out of the public eye, with their TV show going off the air, we may never hear more details.

I’ll wait for the book from the victims as I think media is doing more harm than good.
Child molestation can take many forms. Not sure exactly what he was doing to the girls.

Our media is indeed screwed and predatory, but at the same time, sexual abuse of children by family members is all too often swept under the rug and everyone pretends like it just didn’t happen because it’s ugly and they don’t want to deal with it.
I have raised two boys to adulthood, and I have told them from an early age that nobody should ever be touching them in their swimsuit areas, and if they did, to not be shy about reporting it. And also that you don’t ever touch people in their private areas that you aren’t romantically involved with and they have given permission, and are older than age of consent and everything is legal. In other words, don’t ever molest or rape anyone.

Oh that? You may thank Dr. Kinsey for that! He changed all the Rape/molesting laws in the country. He gutted them.
Before Kinsey rapists/childmolesters in America got the death penalty. Now we are lucky if they get 6 to 8 years in jail. Just recently because of outcry we added the sex offender registry but that really does not give peace of mind.

I think you need to work out why you are obsessed with Josh Duggar and making sure he is punished to satisfy you. Obviously this has stirred up something in your life but you need to recognize that we don’t know 1/2 the story.
You really have your priorities straight.
He touched their private areas over their clothing. They didn’t know it happened until he apologized to them.
