Before Kinsey rapists/childmolesters in America got the death penalty. Now we are lucky if they get 6 to 8 years in jail. Just recently because of outcry we added the sex offender registry but that really does not give peace of mind.

Kinsey changed them, state to state? How did he have that power? Do you have a reference for when these were put into place and why? I ask, because I had assumed that like murder, that there wouldn't be a limitation on sexual abuse of minors. It appears that there is a movement to extend the time that people who were assaulted can bring charges against those who harmed them. This article says that the Catholic church is trying to keep these statutes of limitations from being expanded.

Louisiana held that the Eighth Amendment's Cruel and Unusual Punishments Clause did not permit a state to punish the crime of rape of a child with the death penalty; more broadly, the power of the state to impose the death penalty against an individual for committing a crime that did not result in the death of the victim is now limited to crimes against the state (e.g. espionage, treason). Yes, it was after Kinsey, but I don't see the relation, as this was a 2008 case. In a similar vein, before the moon landings, child rape was punished by death and now it's not, but it doesn't have anything to do with the moon landings.
