Representatives from Golden State Water Co. insist that Moritas predicament is isolated. They also say they flushed the pipes last week and, since then, the water has been clear.
Morita collected the water in a jar but Golden State says they couldnt test the sample because it has to be collected in special containers.

It’d be racist to reject water just because it is black.
I was the operator of a public water supply for 30 years. Small privately owned company with around 300 connections. Manganese can cause black water. Iron, rusty color. When I started with the company, the previous operator hadn’t flushed sufficiently, or at all maybe, in years. I flushed at night so no one would see what came out. Looked like oil. The PUCO mandated flushing twice a year, and doing that, we had some of the best water in the state. Deep wells. But we still had problems with Iron, rusty water at times of peak usage. It would settle to the bottom of the mains and not cause any problems until it was stirred up by unusually high demand. We cured that by adding phosphate, which corrected the Ph, and sequestered the Iron so it couldn’t rust. All problems solved.
The EPA has a very strict testing schedule, and one must comply, and pass!
Have the people at the water company drink the stuff and bath or shower in it ....

I have no doubt what you say is true. But I also know that many older homes have galvanized pipes that rust and corrode and there are sometimes non-standard connections (some pretty weird connections involving rubber hoses and other pipes) that can also back flush in a home.
All I was trying to say is that this seems like a pretty standard way to determine what is the cause.

I’ve seen older homes with lead supply lines. But when I removed them, I could see that they were no longer a problem as the were all heavily calcified/mineralized on the inside. Looked like cutting a marble in half! And galvanized pipes aren’t too much of a problem if the Ph of the water is neutral, not acidic. One nice thing about the liquid phosphate that we added was that it coated everything with a thin film. No oxidation could occur.
I think what you’re talking about are “geode” pipes :0).
My BIL is a plumber and in my younger days I used to help him do pipe replacements..
