Nope.
I think I gave you the info offline Impy, but a retired MLB player that I knew personally said “No!” when I asked him this very question ~10 years ago.

Let me say up front that I never knew the whole story.
I guess my question is - was it ever proven beyond a shadow of doubt that he bet against his own team while he was playing?
If not, then let him in the Hall.
If so, then no.

My recollection (and the complete Dowd Report is available online) was they had irrefutable proof against Rose; that’s why he agreed to the ban.
He knew they had him.
I predict they’ll let him in posthumously.
