Many people will become ‘lost’ due to a condition call Normalcy Bias. It occurence when people I face by a traumatic situation something so dramatic that the person has no point of reference, no past experiences to rely on to base judgement calls on. Often the event seems so surreal that the person only way of dealing with it is to decide that what they see has or is happening is not real and as to them if it isn’t real then there is no need to do anything that or someone will be along shortly to set things right.

Two good articles on normalcy bias are here:

In SHTF, and you see problems : think .. stop .. and think again !Evaluate for all options . Have a 'fall back' postion, or have a backup for a backup.
That's why preppers put up food, water, fuel, first aid ,necessary medications , reading glasses, and supplies.
And build up their own physical stamina , develope diversified skills, attend adult education classes, take EMS training, keep records of food storage and rotate food.

If truckers go on strike, we have major problems.
Supermarkets keep limited stocks on hand, generally they, need to be re-supplied every three days,
so that prices reflect their re-stock prices, especially in riseing prices.
No chlorine to the water treatment plant,.. no clean water.
No fuel for the car for travel to safety or to family / community, nor fuel for generators
No electricity for the water pumps or the pumps to the water treatment plant, sewage backs up, etc.
The time to prepare is now ,.. not in the moment of crisis.
Remember , less than 10% of the population has reserves, or are even thinking of being prepared.

I always think of the old saying:

If you fail to plan, you plan to fail.

JMHO, but I think normalcy bias has played a part and continues to play a part in the evolving Ebola crisis.

I have my priorities, but I wish I could fill them faster. Still I have lots of things nailed down, and continue to modify and expand.
