Apparently the city is about to go on to full lockdown.

250000 people have been left without water, electricity and communications for over a week in the eastern Ukrainian city of Lugansk. The town is subject to lockdown.”
A quarter of a million people out of utilities and this is just going to continue until these miscreants are rounded up. I have no idea how long until even worse will happen; either the police will take more stringent measures, or the riots will spread and cause even more escalation.
