-- medical credentials, bar associations (lawyers) engineering certification, cosmetology, etc.,—not even drivers licenses, which are made legal in all states only by a compact between the states—

True it is wrong, but legal permit holders have to set the standard. Ignorance of the law is no excuse. It happened to me once, had a 44mag and I was in Joplin, Mo with an Ok. permit.
