Cold hard cash. It's good everywhere you go, right? You can use it to pay for anything. But that's not the case here in Louisiana now. It's a law that was passed during this year's busy legislative session. House bill 195 basically says those who buy and sell second hand goods cannot use cash to make those transactions, and it flew so far under the radar most businesses don't even know about it.

This is absolutely ridiculous but they are not talking about people buying stuff at yard sales or from second hand stores. They are talking about people who go in and sell something to a second hand dealer. The business must pay the seller via check. So they are penalizing the business because people steal things and the authoritah want to be able to track down the seller. I don’t see how they can do this. So recording the transaction isn’t enough, the cops want businesses to do their legwork I guess.
Great idea.
Maybe the goal is to criminalize as many people as possible. Both seller and buyer would be breaking the law. I would break it many times.

It is similar to how they gamble in Japan. Technically it is illegal to gamble on machines for money so what you do is win little metal balls. You then can go next door to a ‘different’ business who buys the metal balls for money.
When I need something done on my property, I try to get a local to do it, get an estimate and when they come out ask what the price is for a case deal without any paper work....usually get a better price, but doesn't work with name brand workman...Like Orkin and such...Just called Orkin to remove a large hornet nest...cost 199 dollars. called a local guy in the phone book and it was 129.00 for the same removal and he also sprayed around the back of the house.....
Businesses should just allow people to set up accounts/lines of credit, pay a certain amount - in cash - and then just deduct the required amount of funds for whatever they want to purchase.
Or offer gift cards. Put a certain amount on a gift card (piece of paper), pay for the card in cash. Turn gift card in for item purchased.
Simple.

I looked up the exact text of Lousiana House bill 195, the law in question. What is does is require second hand STORES or RETAILERS, who purchase "used" items from people, to pay those people by some means other than cash, and to obtain ID and personal identification from those sellers ~ TO HELP CATCH PEOPLE WHO ARE SELLING STOLEN MERCHANDISE TO THRIFT STORES, SCRAP YARDS, etc.
The law doesn't apply to non-profit organizations. The law doesn't apply to pawnshops because there are already all sorts of laws covering pawn shops. The law doesn't apply to yard sales because those are SALES ... a person holding a yard sale isn't buying stuff from people on the street.
Whether or not this law is (a) wise or (b) legal or (c) enforceable is another story...
