Agree, it is common place as both of my nieces who are 43 and 52 can hack most PC’s. One can hack state government websites. This is true. I asked her- How easy is this. She replied -”sometimes as easy as a few emails.”

Could it be that the emails were leaked, and then the NSA made some mischief that added code they could blame on the Russians?
Don’t know if this is true, but a hacker could leave a ‘foot print’ indicating an erroneous source. Heard this on one of the talk shows. For example China could manipulate source info on the transaction to look like Russia initiated the hack. Not defending Russia BTW.
