Republicans Consider ‘Conscientious Objector’ Rule for Convention Delegates
Yahoo News ^ | 18 Jun 2016

Members of the GOP Convention Rules committee are planning to consider an amendment to allow delegates a way out of voting for Trump on the first ballot—an effort that in an extreme could be used to deny him the nomination.

Under the proposal, delegates could be granted conscientious objector status, thereby freeing them from their pledge to vote as they are bound as the result of primaries and caucuses. The measure, first put forward by Colorado delegate Kendal Unruh, would undo the strict ‘faithless-delegate’ rule enacted at the GOP convention in 2012 and allow a “vote of conscience, whether personal or religious” by delegates.

“Allowable personal reasons shall include the public disclosure of one or more grievous acts of personal conduct by a nominee candidate, including but not limited to, criminally actionable acts, acts of moral turpitude or extreme prejudice, and/or notorious public statements of support for positions that clearly oppose or contradict the policies embodied in the Republican Party’s platform as established at the national convention,” the amendment says.

Nearly all convention delegates are bound under the current rules—at least on the first ballot—by the results of primaries and caucuses in their states and territories. At minimum the proposed amendment would free frustrated delegates from having to vote for Trump, and in the extreme could deny Trump the 1,237 delegates required to win the nomination—even on the first ballot.

On Friday, RNC Chairman Reince Priebus announced the selection of the chair and co-chair of the Convention Rules Committee, Utah National Committeewoman Enid Mickelson and Massachusetts National Committeeman Ron Kaufman. Both have spoken negatively about Trump in the past, but are viewed as party institutionalists.

the rules committee is made up of Trump delegates.

**************

Can you link a source to that committee make up info? There are 112 members of the committee,
2 from each state and territory but I”m not sure how they are selected. They meet the week before
the convention to draft the proposed Convention Rules which will be submitted to the convetion for
adoption, amendments, or rejection.

this is how the Republican party ends... with a whimper. i didn’t support Trump during the primaries, but he’s the nominee by rule. to try and deny him that nomination by changing the rules is to commit party suicide.

Trump MUST win this election. any vote not for Trump is a vote for Hillary and the final nail in the coffin of the Constitution. honestly, we might be too far gone after 8 years of Obama anyway, but putting that witch back in the WH will certainly be the end.

Trump will no doubt disappoint me, but every Republican since Reagan has and i don’t understand how Trump can be any worse than the 2 Bushes, Dole, McCain, or Romney.

The bitter clingers on the Rules Committee can float anything, but the Convention passing it are slim to none, on chances.

Cruz's unelected Colorado Delegate, Kendall Unruh, wants to unbind all delegates at the convention to allow allow them to vote their conscience at the convention so another leader can squeak in.

I am an unapologetic Cruz admirer but any “faithless delegate” that does not vote based on the primary results in their state should be removed and replaced with an alternate who will respect the will of the people.

(Hope readers don’t bother with personal attacks: I know Cruz isn’t perfect and I know Trump isn’t perfect but I believe they both love America and I pray both will serve her well.)

It is my understanding that convention rules are agreed to by the previous conventioneers. Any rules made now will not be effective until next convention. Right?

Nope. Here is the process.

WASHINGTON – Today Republican National Committee (RNC) Chairman Reince Priebus announced Enid Mickelsen, RNC National Committeewoman from Utah, will chair the Rules Committee for the 2016 Republican National Convention. Ron Kaufman, RNC Committeeman from Massachusetts, will serve as Co-Chair.

“Enid Mickelsen is a proven leader who brings a track record of excellence and fair-mindedness to this Committee,” said Chairman Priebus. “Chairing the Rules Committee is an important responsibility, and I know Enid and the rest of the Committee are going to do an outstanding job writing the rules which will govern the Republican Party for the next few years.”

“It is a great honor and privilege to be the Chair of the Rules Committee,” said Enid Mickelsen. “I am looking forward to working with our entire Committee to craft a set of rules that will best serve our Party both now and in the future.”

“I’m honored to be serving as Co-Chair of the Rules Committee,” said Ron Kaufman. “We are dedicated to working with all of our delegates to review the rules and put our Party in position to win this November.”

The RNC Rules Committee is responsible for reviewing and modifying the Rules of the Republican Party. Amendments proposed over the past three years will be presented to the RNC and then to the Convention Rules Committee, which will review these changes and propose final Rules, as amended, for adoption by the convention.

Enid Greene Mickelsen represented Utah in the United States House of Representatives in the 104th Congress (1995-96), where she served on the House Rules Committee. Mrs. Mickelsen is also a former Chairman of the Utah Republican Party.

Mr. Kaufman is a highly experienced political strategist who has served as a senior advisor to U.S. Presidents, Governors, Members of Congress, and a host of elected and appointed officials at every level of government.
