The PV cell is covered with a conductive grid to carry the current away. Over the surface area of a large solar panel, an EMP will induce thousands of volts, certainly more than the Vr of any blocking diode. But the most important factor is that of the Vr of the panel itself. The entire area of the PV cell is one continuous, flat, PN junction.
It only takes a minute breach of the PN junction to render the entire cell useless. And because of the rise time (~5ns) of the EMP, the voltage spike on the PV cell will have already blown through the local Vr way before the spike propagates to the nearest blocking diode. (which by the way is certainly not a fast diode suitable for clamping a 5ns pulse.)
They better hurry up then. With the new "controls" that are coming into play in three weeks they won't get anywhere near the grid unless they are riddling substaions with .308 rounds. The new remediation's coming online are a bitch to traverse even if you have valid access to the infrastructure.
Those are good points. One might study differences in radiation yields between smaller and larger nuclear weapons along with differences in communications equipment and methods between the past and now.
