Look up Athens, TX. The solution? Get several thousand people to show up with speakers to denounce any attempts to remove the nativity scene. FFRF loves to stir up trouble and they always use that “one guy” to start it.
Just say that to save money for the town’s budget the holiday display will be provided for a sponsorship by a business that can put up whatever decorations they want. Then pick a good conservative business to “sponsor” the display.
My little town takes out the little baby as soon as anyone starts to complain, only to put it back in the following year.
No one can really tell if it is there or not from the road. You have to get out and look to see if it is there.
And, they often stress that it is a seasonal item, not related to any particular holiday.
A PUBLICLY SPONSORED NATIVITY SCENE ON PUBLIC PROPERTY IS CONSTITUTIONAL IF THE DISPLAY ALSO CONTAINS A SECULAR SYMBOL OF THE HOLIDAY
In other words, the government may publicly display Mary, Joseph and Jesus so long as part of the display includes a secular symbol such as Santa Claus.

Get a bunch of Christians to show up at the meeting. Ask for a show of hands of how many in the audience would vote against the council members next election if they took down the Nativity scene. Seeing a sea of hands in the air makes more of an impression than you giving a speech.
We had some guy complain about our nativity scene one year. He didn’t get it removed. And this is Massachusetts.
This works very effectively. The last thing they want is a vicious battle for their seats. But be resolute. Gather others who will threaten the same action of running against them and unseating them in a vicious campaign if they knuckle under to this clown. Don't let them pass it off to the town lawyer. They don't work for him, he works for them. If the POS guy says he's going to sue....let him.
Have the town teenagers make his home a target for all sorts of mischief. Toilet paper, general trash, my favorite is Ortho Groundclear
on the lawn spelling out obscenities. It will be a week to 10 days before it appears, but it will be there for a year.
Well then, get the whole town together and show up at the council meeting .. just before they vote.
Let them know .. anybody who votes to take down Christmas decorations of any kind .. will NOT HAVE A JOB NEXT ELECTION.
Have somebody there with pad and paper taking down the names .. and then keep your promise.

Just go to the town meeting where this is being discussed, demand a resolution on the issue, and then INSIST on the wording of the resolution to contain language that bans ALL religious activities including Christmas, Hanukkah, Ramadan, etc... (so as to have the effect of banning all muzzie things too)
Hey, if they are going to ban one, they have to ban them all.
And then watch the fun...
There’s a Christian legal action group that’ll advise and represent the town for free.
Dox the guy. Look him up online and everywhere else you can think of. Get some dirt on him. Do you know how to write a press release? Use the dirt in a press release. Get the PR out to radio TV and print.
Go to the churches and ask for help, maybe a demonstration. If a demonstration, have the guy’s name prominently displayed on placards, such as ‘Councilor ——— trying to suppress freedom of religion!’

If they think that a minority of one can overule the wishes of a majority, then the elections that put them into office are invalid as are all of the past council decisions. Essentially they are advocating anarchy.
If you THINK you hear screaming/crying/etc. coming from that guy’s house, it’s your duty to call CPS.
If you think there might be health code violations - too many cats, strange oders, etc., it’s your duty to call the health department.
If you see any workmen there, and you don’t see a building permit, it’s your duty to call the planning department.
If think you hear loud noise from his property from 10pm-6am, it’s your duty to call the police.
If someone places an advert on Craigslist with his number/address offering free garden furniture, $5 cars, etc., it’s not your duty to tell anyone.
