I worked for the Social Security Administration until Oct 1 last year, when I retired. I was under a one-year gag order, but I can now talk about my work. My final assignment was preparing requirements for the Obamacare data exchange with SSA and, in the course of that assignment, I reviewed the technical design for the backend of the enrollment system and advised my managemeent it was unlikely to work; SSA told me it was not our problem. I was basically told to shut up and just write the requirements.

I am hearing so much nonsense about what the problems were; I'd like the public to learn at least some of the truth (I only know so much, so I can't say I have the complete truth). Of course as soon as I go public, I will be attacked by the administration. Is there any organization that will provide me with legal protection if I go public? Is there a good resource to get some of this information out? Thanks in advance for suggestions.

I read that the requirement to have customers enroll before they could get a quote was put in at the last minute to an already finished front end and that a lot of patches had to be applied to fit the spec. Plus only 1 week of testing was available before roll-out, not enough to even scratch the surface of the app.

I wouldn’t know about that, specifically. But it doesn’t surprise me. Even when I was still on the project I was seeing far too many decisions made based on politics and public relations rather than technica feasability.

Even the CMS official responsible for initiating this monstrosity has admitted that PHYSICIANS NEED TO HAVE ACCESS TO ADEQUATE CAPITAL TO FUND THEIR PRACTICES FOR 6-8 MONTHS as this change will produce almost no revenue for that time period. Will your doctor be bankrupt around January 1, 2015?

O/CARE'S MASSIVE PRIVACY INVASION Doctors, hospitals, and other health professionals are being pressured to adopt electronic medical record systems and send patient information to the federal government's medical database by 2015. If they don't comply, they'll be penalized with reduced payments for services. This means the government will own your personal, private information, and you have no say in the matter.

Emerging errors include duplicate enrollments, spouses reported as children, missing data fields and suspect eligibility determinations. One insurer said one enrollee had successfully signed up for three of its health plans.

Multiple enrollments? Could mean multiple identities---the conniving latino trick to get their filthy hands on more US benefits.

The more cynical among us might conclude the Chi/criminals in the WH have been ordered to salt the stats to make the O/care debacle look better.

BTW, insurers better check to see that all the enrollee are still alive and that Valerie is not employing the Chi/criminal politics MO----like the tried and true dead-and-buried-voters trick.

Perhaps you could team up with one or two other people who have similar inside knowledge to author a book. The right people would have knowledge that dovetails to present some kind of meaningful picture, e.g., one from SSA, one from Ocare gov’t side, one contractor. The person who felt most comfortable putting together the whole picture might be the one to consider being credited the author, like...

You could also add to that team a professional writer (like Mary Ghostwriter) who has done other technically-oriented “expose” books.

There’s not too much “big” money in it, but you should make something for your time.

A publisher would go over it (and your agreement probably) to make sure their legal dept feels comfortable before publishing it.

The author(s) should have their own attorneys, of course.

I am not a lawyer and this is not legal advice, etc.

Just IMHO.

You could also start a business or non-profit dedicated to raising awareness about corruption in the US government-healthcare industry relationship. It could be:

a think tank,
an organization that sponsors research and publicity that exposes the cost of the corruption in terms of both the quality and cost of medical products and services,
a consulting firm,
etc.

My wife has begged me not to go public ... we are private people and we know we will be hounded by the administration if I am identified publicly.

It seems that a lot of the info is coming out. When I left SSA the goal was to have 1 year of testing. I had left the agency, of course, a year before implementation. But it seems , because the rates were so high, a last minute decision was made to screen for subsidy for all applicants, due to the high prices of the plans.

Making the subsidy decision was always the achilles heel of this system. In order to make that decision the system must request income data from IRS, identity verification and SSA payment data from SSA, benefit data from the states (welfare, unemployment, etc), and, I believe, benefit data from the Veterans administration. In an online system, making all these data requests is very time consuming. The decision was made that all state data would be obtained by going through a single state hub for each state. A failure of any of these links causes the subsidy decision to fail.

The irony is that the general contractor, CGI, was overseeing QSSI, who actually designed and built the software. Now, they have put the people who screwed up the software design, QSSI, in charged of fixing it, and supervising themselves!

To be fair to the developers, the legislation was so poorly written that it was a huge challenge. Generally, with legislation of this sort, there is a back and forth between the agencies and congressional staffs so the legislation can be tweeked in order to make implementation practial. Since Obamacare was passed in secret, that process didn’t happen (to the best of my knowledge) and CMS had no idea how to implement some of it - there was a Federal Register publication by CMS asking if anyone had any ideas how certain aspects could be implemented! In the Medicare program, for Part B coverage, CMS long ago figured out that if people have the opportunity, they won’t enroll until they are sick; so there is a premium penalty of 10% for every year people delay enrolling. But with Obamacare, people can just pay the penalty (much cheaper than buying insurance) and enroll once they get a diagnosis of an expensive-to-treat condition. And they must be accepted. So insurane companies have to raise rates to have reserves to cover these people who will game the system. Dumb policy. But that’s what happens when there is no public debate.
